You must have:

• A recognized graduate degree in psychology (minimum a master's degree or equivalent) from an accredited institution outside of Israel
• Academic training that meets the educational standards established by Israel's Psychologists' Law and the Ministry of Health
• Undergraduate and graduate psychology coursework that satisfies the required content and minimum study requirements

Applicants whose education was completed in countries with different degree structures (for example, combined bachelor's/master's programs) are evaluated according to the Ministry's published equivalency criteria. It is important to review the detailed description of the eligibility conditions here.

Before applying, verify that your education includes:

• The required psychology coursework
• Required practicum and research training
• A qualifying graduate degree in psychology
• Any additional coursework required under the Ministry's published standards for graduates of foreign universities

If your education does not fully meet Israeli standards, the Ministry may require additional academic study before granting a license.

Prepare and sign:

• A Questionnaire for Professional Healthcare Providers/Psychologists (Hebrew)
• Passport photo
• A photocopy of your ID card (teudat zehut) and its attachment as a document attesting to Israeli citizenship.
  New Immigrants: In addition to your ID, please attach a photocopy of your new immigrant certificate (Teudat Oleh). Individuals in the immigration process must also include a photocopy of the passport from their country of residence.
• Bachelor's Degree Diploma (BA): A signed and certified copy verified as a true copy of the original, bearing the stamp of an Israeli notary
• Bachelor's Degree Transcript (BA): An original or a signed and certified copy verified as a true copy of the original, with the stamp of an Israeli notary. The transcript must include a breakdown of the credit hours or the number of hours studied for each course.
• Master's Degree Diploma (MA): A signed and certified copy verified as a true copy of the original, with the stamp of an Israeli notary
• Master's Degree Transcript (MA): An original or a signed and certified copy verified as a true copy of the original, with the stamp of an Israeli notary. The transcript must include a breakdown of the credit hours or the number of hours studied for each course. If the transcripts do not include a breakdown of the number of hours studied for each course, an official document specifying the number of hours studied is required.
• A Detailed Professional CV: A CV detailing your professional experience from the completion of your master's degree up to the date of application (a printed copy, in Hebrew or English) is required. Supporting documentation that verifies your professional experience between the completion of doctoral studies and the application deadline may be required.

Holders of doctoral degrees must also attach the following documents:

• Doctorate Diploma (PsyD/PhD): A signed and certified copy verified as a true copy of the original, with the stamp of an Israeli notary.
• Doctoral Degree Transcript (PsyD/PhD): An original or a signed and certified copy verified as a true copy of the original, with the stamp of an Israeli notary, is required. The transcript must include a breakdown of the credit hours or the number of hours studied for each course. If the transcripts do not include a breakdown of the number of hours studied for each course, an official document specifying the number of hours studied is required.

Only foreign university graduates are required to attach the following documents:

• Course Syllabi for All Psychology Degrees: Syllabi must be translated into Hebrew or English (depending on the language of the transcript). You may submit the licensure application without the syllabi; however, during the eligibility review, graduates may be required to provide all or part of them during the first stage (registration in the Registry of Psychologists) or the second stage (application for recognition of professional status by the professional board in the relevant specialty field).
• Certificate of Professional Integrity and Certificate of Good Standing for individuals practicing psychology or a therapeutic profession abroad. This serves as an official confirmation from the country where the psychologist practiced, stating the absence of disciplinary or criminal proceedings and convictions.
• Individuals who studied in North America in an APA or CPA-accredited program are advised to include confirmation of the accreditation status for the period in which they completed their degrees (master's degree or higher).
• Israeli graduates abroad (Israeli citizens or residents during their studies)
  • Itinerary issued by the Ministry of Interior regarding entries to Israel/exits abroad during their studies - an original document
  • A formal confirmation of semester dates overseas

• Original certificates of BA, MA, PhD, or PsyD diplomas should not be sent. Only verified copies, as required, should be submitted.
• A certified Israeli notary must verify the authenticity of a true copy of the original diploma. The original notarial certificate (with the red band) must be sent to the Medical Professions Licensure Division.
• Documents that are not in Hebrew or English must be translated to Hebrew or English by certified translators in Israel. Submit both a copy of the original document and its certified translation. An Israeli notary must also verify the translation. The notarial certificate must include verification of the copy of the original document.
• Only graduates from Israel are permitted to submit copies of diplomas and transcripts that have been certified as true copies by the faculty office where the degree was completed.

All foreign graduates are required to submit their completed application through registered mail to: Medical Professions Licensure Division, 39 Yirmiyahu St., POB 1176, Jerusalem 9101002.

Documents may also be submitted to the division at the office's ground floor, at the security desk. The documents must be sealed in an envelope and addressed to the Medical Professions Licensure Division (psychology). A receipt for the submission will be provided on-site.

The Ministry of Health evaluates:

• The accreditation of your university
• Your bachelor's and graduate psychology education
• Course content
• Practicum training
• Research requirements
• Whether your education is substantially equivalent to Israeli psychology training standards

The Ministry may:

• Request additional documentation
• Require completion of additional academic coursework
• Require other measures before granting a license if deficiencies are identified

If your education is approved and all requirements are satisfied:

• You will receive a notification for an online payment link
• Your name will be entered into the Israeli Registry of Psychologists
• The Ministry of Health will issue your psychologist's registration certificate. The Ministry of Health will send the certificate to the applicant's updated address on file via registered mail. An SMS notification regarding the shipment of the license will be sent to the applicant's updated mobile phone number.
• Registry as a Psychologist enables you to use the title Psychologist in Israel, but you are only fully licensed once you have been approved as a specialist (see step 7).

For graduates of foreign universities and those required to submit the license application by mail, the effective date will be the date the application document was received or the date of the most recent classification requested by the Registration Committee.
